Fondi per gli investimenti in ricerca e sviluppo

In attuazione del Programma Operativo Nazionale (PON) Ricerca e Innovazione 2014-2020 e allo scopo di incrementare gli investimenti in ricerca e sviluppo fornendo adeguati strumenti finanziari, il Ministero dell'Istruzione, dell'Università e della Ricerca (MIUR) ha creato un "Fondo di fondi" di rilevanza nazionale per la ricerca e l'innovazione gestito dalla Banca europea per gli investimenti (BEI).

Le risorse comunitarie a disposizione del Fondo di Fondi vengono investite tramite strumenti finanziari gestiti da Equiter SpA, da Banca del Mezzogiorno-MCC e Banco di Sardegna S.p.A., operatori individuati dalla BEI, con lo scopo di veicolare ai progetti di ricerca e innovazione selezionati strumenti di prestito, equity e quasi-equity nonché strumenti equivalenti.

L'attuazione dello strumento finanziario interessa innanzitutto le otto regioni target del PON (Basilicata, Calabria, Campania, Puglia, Sicilia, Abruzzo, Molise e Sardegna), ma anche le rimanenti aree del Paese, purchè vi sia un vantaggio dell'area del Programma PON.

HORIZON EUROPE

La Commissione europea ha ufficialmente pubblicato il programma Horizon Europe con i nuovi bandi per progetti di ricerca e innovazione. Il budget totale disponibile per il biennio 2021-2022 supera i 14 miliardi di €. Sotto il pilastro "Global Challenges and European Industrial Competitiveness", che sostiene direttamente la ricerca relativa alle sfide della società e alle capacità tecnologiche e industriali, sono stati pubblicati i seguenti nuovi work packages (WPs).

    Bando MISE per progetti di ricerca e sviluppo sull'economia circolare

    Aperto ufficialmente il bando del Ministero dello Sviluppo Economico (MISE) in favore di progetti di ricerca e sviluppo, per la riconversione produttiva in ambito economia circolare. 

    Le agevolazioni saranno concesse con procedura valutativa a sportello, sulla base dell’ordine cronologico giornaliero di presentazione. 

    Il bando vuole finanziare la ricerca, lo sviluppo e la sperimentazione di soluzioni innovative e sostenibili al fine di promuovere la riconversione delle attività produttive verso un modello di economia circolare, in cui il valore dei prodotti, dei materiali e delle risorse abbia una maggiore durata e la produzione di rifiuti sia ridotta al minimo.

    I progetti di ricerca e sviluppo dovranno:

  • essere realizzati nell’ambito di una o più unità locali ubicate nel territorio nazionale;
  • prevedere spese e costi ammissibili non inferiori a euro 500.000 e non superiori a euro 2 milioni;
  • avere una durata non inferiore a dodici mesi e non superiore a trentasei mesi;
  • prevedere attività di ricerca e sviluppo finalizzate alla riconversione produttiva delle attività economiche attraverso la realizzazione di nuovi prodotti, processi o servizi o al notevole miglioramento di prodotti, processi o servizi esistenti, tramite lo sviluppo delle tecnologie abilitanti fondamentali - Key Enabling Technologies (KETs), relative a:
    • innovazioni di prodotto e di processo in tema di utilizzo efficiente delle risorse e di trattamento e trasformazione dei rifiuti, compreso il riuso dei materiali in un’ottica di economia circolare o a «rifiuto zero» e di compatibilità ambientale (innovazioni eco-compatibili);
    • progettazione e sperimentazione prototipale di modelli tecnologici integrati finalizzati al rafforzamento dei percorsi di simbiosi industriale, attraverso, ad esempio, la definizione di un approccio sistemico alla riduzione, riciclo e riuso degli scarti alimentari, allo sviluppo di sistemi di ciclo integrato delle acque e al riciclo delle materie prime;
    • sistemi, strumenti e metodologie per lo sviluppo delle tecnologie per la fornitura, l’uso razionale e la sanificazione dell’acqua;
    • strumenti tecnologici innovativi in grado di aumentare il tempo di vita dei prodotti e di efficientare il ciclo produttivo;
    • sperimentazione di nuovi modelli di packaging intelligente (smart packaging) che prevedano anche l’utilizzo di materiali recuperati;
    • sistemi di selezione del materiale multileggero, al fine di aumentare le quote di recupero e di riciclo di materiali piccoli e leggeri.
  • Imprese e centri di ricerca potranno presentare progetti anche congiuntamente tra loro tramite il ricorso allo strumento del contratto di rete o ad altre forme contrattuali di collaborazione, quali, a titolo esemplificativo, il consorzio e l’accordo di partenariato.

    MISE: bando per la trasformazione digitale delle PMI

    Pubblicato in Gazzetta ufficiale il decreto del Ministero dello Sviluppo economico (MISE) che stabilisce termini e modalità di presentazione delle domande di agevolazioni per il bando "Digital Transformation".

    L'agevolazione è finalizzata a sostenere la trasformazione tecnologica e digitale dei processi produttivi delle micro, piccole e medie imprese attraverso la realizzazione di progetti diretti all'implementazione delle tecnologie abilitanti individuate nel Piano Nazionale Impresa 4.0 nonché di altre tecnologie relative a soluzioni tecnologiche digitali di filiera

    progetti devono essere implementati tramite:

    • tecnologie abilitanti individuate dal Piano nazionale impresa 4.0. (advanced manufacturing solutions, addittive manufacturing, realtà aumentata, simulation, integrazione orizzontale e verticale, industrial internet, cloud, cybersecurity, big data e analytics) e/o;
    • tecnologie relative a soluzioni tecnologiche digitali di filiera, finalizzate:
      • all’ottimizzazione della gestione della catena di distribuzione e della gestione delle relazioni con i diversi attori;
      • al software;
      • alle piattaforme e applicazioni digitali per la gestione e il coordinamento della logistica con elevate caratteristiche di integrazione delle attività di servizio;
      • ad altre tecnologie, quali sistemi di e-commerce, sistemi di pagamento mobile e via internet, fintech, sistemi elettronici per lo scambio di dati (electronic data interchange-EDI), geolocalizzazione, tecnologie per l’in-store customer experience, system integration applicata all’automazione dei processi, blockchain, intelligenza artificiale, internet of things

    EUROPE CREATIVA - Settore Cultura

    Lo strand CULTURA di Europa Creativa aiuta le organizzazioni culturali e creative ad operare a livello transnazionale e promuove la circolazione transfrontaliera delle opere culturali e la mobilità degli operatori culturali. Fornisce sostegno finanziario ad attività con una dimensione europea volte a rafforzare la creazione e la circolazione transnazionale di opere europee, sviluppare la mobilità transnazionale, lo sviluppo del pubblico (cultura accessibile e inclusiva), l'innovazione e il rafforzamento delle capacità (in particolare digitalizzazione, nuovi modelli di business, istruzione e formazione). Le attività supportate mirano a incoraggiare gli operatori culturali e creativi a lavorare a livello internazionale.

    SmartAgriHubs

    Il progetto europeo SmartAgriHubs ha pubblicato 2 bandi per promuovere la realizzazione di esperimenti di innovazione nel settore agroalimentare che aiutino a rinascere dopo la pandemia.

    Il budget complessivo è pari a 500.000 euro per il RESTART Open Call; per l'EXPAND Open Call l' ammontare complessivo compreso tra  2.000.000 e 4.500.000 euro.

    Premio di Ricerca "Niccolò Salanitro"

    L’Università di Catania ha bandito la prima edizione del premio di ricerca "Niccolò Salanitro", al fine di onorare la memoria del docente di Diritto commerciale della Facoltà di Giurisprudenza, scomparso nel 2011.

    Destinatari

    Il bando è aperto a giovani studiosi italiani o stranieri, che non abbiano superato il trentacinquesimo anno di età alla data di scadenza del termine di presentazione delle domande, che siano autori di un’opera monografica pubblicata nel biennio precedente che costituisca un valido ed originale contributo nel campo del Diritto commerciale.

    European Remembrance

    This call for proposals aims at commemorating defining events in modern European history, including the causes and consequences of authoritarian and totalitarian regimes, and at raising awareness among European citizens of their common history, culture, cultural heritage and, values, thereby enhancing their understanding of the Union, its origins, mutual purpose, diversity, tolerance and, achievements.

     Call for 4-year framework agreements to support European networks, civil society organisations active at EU level and European think tank in the areas of Union Values

    This call for proposals aims at protecting, promoting and raising awareness on rights by providing financial support to civil society organisations active at local, regional, national and transnational level in promoting and cultivating these rights, thereby also strengthening the protection and promotion of Union values and respect for the rule of law and contributing to building a more democratic Union, democratic dialogue, transparency and good governance.

    The Erasmus Mundus actions comprise:

    Advancing Inclusive Health & Care Solutions for Ageing Well in the New Decade

    I Collaborative Projects hanno i seguenti obiettivi:

    • sviluppare, testare, convalidare e integrare soluzioni ICT per invecchiare bene all'interno dei modelli di fornitura di servizi 
    • sviluppare soluzioni ICT innovative per sostenere approcci olistici all'invecchiamento in buona salute
    • contribuire alla creazione, rafforzamento, collegamento degli ecosistemi sanitari

    I progetti di questo tipo hanno una durata compresa tra 12 e 30 mesi e potranno ricevere un contributo massimo di 2,5 milioni di euro.

    L'azione chiave 2 dell'Erasmus+ con scadenza il 20/05 è per:

    - Partenariati di cooperazione nei settori dell'istruzione, della formazione e della gioventù, ad eccezione di quelli presentati da ONG europee

    Erasmus+ KA2 Partnerships for Cooperation

    This action enables participating organisations to gain experience in international cooperation and to strengthen their capacities, but also to produce high-quality innovative deliverables. Depending on the objectives of the project, the participating organisations involved, or the expected impact, among other elements,  Partnerships for Cooperation can be of different sizes and scope, and adapt their activities accordingly. The qualitative assessment of these projects will be proportional to the objectives of the cooperation and the nature of the organisations involved. 4 main areas: youth, higher education, VET, School

    Justice: action grants to support transnational projects in the area of EU drugs policy

    Aims: to support activities in the area of epidemiology of use of new psychoactive substances, including potent synthetic opioids, as well as emerging drug problems (notably on challenges related to cocaine and heroin use) and technological developments, including online trade of drugs; to support the civil society organisationsby reinforcing their (i) advocacy function, (ii) capacity to make a difference at the local level, (iii) best practice sharing methods; to support key stakeholders by expanding their knowledge and skills in the context of implementing minimum quality standards in drug demand reduction (also on development of tools which would allow to measure possible improvements), particularly in the area of social integration and vulnerable groups; -to promote practical application of drug-related research, and, inparticular, addiction research with a view of addressing current challenges and new threats. 

    Presidenza del Consiglio dei Ministri: Educare Insieme

    Una dotazione finanziaria di 10 milioni per promuove la realizzazione di progetti che prevedono azioni sperimentali e innovative, educative e ludiche, per l’empowerment dell’infanzia e dell’adolescenza, in grado di favorire il benessere psico-fisico, l’apprendimento e lo sviluppo dei bambini e degli adolescenti, soprattutto di quelli che si trovano in condizione di svantaggio e vulnerabilità. Il bando supporta progetti su quattro aree tematiche:

    • Cittadinanza attiva
    • Non-discriminazione
    • Dialogo intergenerazionale
    • Ambiente e sani stili di vita

    Ministero dell’ambiente progetti di ricerca industriale e/o sviluppo sperimentale

    Si finanziano progetti finalizzati ad incentivare l’ecodesign dei prodotti e la corretta gestione dei relativi rifiuti favorendo, in particolare, l’allungamento del ciclo di vita del prodotto e lo sviluppo di tecnologie per la prevenzione, il recupero, il riciclaggio ed il trattamento di categorie di rifiuti attualmente non servite da un’adeguata filiera di gestione e pertanto destinate a smaltimento. 

    Ministero dell’ambiente RAEE 

    Si finanziano progetti di ricerca industriale e/o sviluppo sperimentale con l'obiettivo di prevenire e ridurre gli impatti negativi derivanti dalla produzione e gestione dei RAEE, attraverso l’incentivazione di un uso efficiente ed ecocompatibile delle materie prime, con particolare attenzione al recupero, al riciclaggio ed all'ottimizzazione del ciclo di vita dei materiali 

    Bando AICS Organizzazioni Società Civile

    Iniziative promosse da Organizzazioni della società civile e altri soggetti senza finalità di lucro in paesi terzi. Bando per le il terzo settore, con possibilità di partenariato per le universià. Tematiche: ambiente, servizi di base (salute e istruzione), sicurezza alimentare e agricoltura sostenibile, sviluppo del settore privato, migrazioni e sviluppo comunità locali.

    ERC STARTING GRANTS 2021

    Requisiti minimi sono una pubblicazione importante realizzata come autore principale o senza la partecipazione del proprio supervisore, e 2-7 anni di esperienza dall'ottenimento del dottorato.

    Per questo bando non sono definite priorità predeterminate e i candidati dovranno presentare la domanda per il grant unitamente all’istituzione ospitante (università o centro di ricerca con sede nell’UE o in un paese associato al programma) che gestirà il finanziamento per l'intera durata del progetto. 

    Il contributo massimo è di 1.500.000 euro per 5 anni, con possibilità di aggiunta di 1.000.000 di euro per ogni progetto.

    ERA-MIN3

    Ricerca orientata ai bisogni che si rivolge a tre segmenti di materie prime non combustibili, non alimentari: materiali metallici; materiali da costruzione; minerali industriali. Nel dettaglio, i cinque topics del bando sono: Topic 1 - Supply of raw materials from exploration and mining; Topic 2 - Circular Design; Topic 3 - Processing, Production and Remanufacturing; Topic 4 - Recycling and Re-use of End-of-Life Products Recycling and Re-use of End-of-Life Products; Topic 5 - Cross-cutting topics 

    MISE: nuovo bando di finanziamento per progetti di ricerca tecnologica nel settore elettrico

    In corso di pubblicazione in Gazzetta Ufficiale il nuovo bando del Ministero dello Sviluppo Economico (MISE) destinato a finanziare progetti di ricerca tecnologica di interesse generale per il settore elettrico.

    Il bando è pubblicato nell'ambito del Piano triennale della Ricerca di Sistema elettrico nazionale 2019-2021 e le proposte progettuali dovranno prevedere attività di ricerca industriale e/o di sviluppo sperimentale nei seguenti settori tecnologici:

    • fotovoltaico ad alta efficienza;
    • sistemi di accumulo, compresi elettrochimico e power to gas, e relative interfacce con le reti;
    • efficienza energetica dei prodotti e dei processi industriali, così come identificati nel decreto direttoriale 9 agosto 2019.

    Possono partecipare al bando  organismi di ricerca e imprese di ogni dimensione; il budget complessivo stanziato per il bando è pari a 16 milioni di euro, così suddivisi per settore tecnologico individuato: 4 milioni - 4 milioni - 8 milioni. 

    Il costo complessivo delle attività relative a ciascuna proposta di progetto deve essere compreso tra 1 milione di euro e 3 milioni di euro. 

    Cassa per i servizi energetici e ambientali (CSEA) è il soggetto deputato allo svolgimento delle attività operative connesse al bando. Le modalità di accesso e utilizzo del sistema telematico per la presentazione delle Proposte di progetto saranno pubblicate sul relativo sito ufficiale

    Le candidature dovranno essere presentate entro il 3 marzo 2021. Per gli interessati, il 22 dicembre 2020 si terrà un infoday dedicato al bando.

    MISE Sviluppo Industriale

    Il bando è pubblicato nell'ambito del Piano triennale della Ricerca di Sistema elettrico nazionale 2019-2021 e le proposte progettuali dovranno prevedere attività di ricerca industriale e/o di sviluppo sperimentale nei seguenti settori tecnologici: fotovoltaico ad alta efficienza; sistemi di accumulo, compresi elettrochimico e power to gas, e relative interfacce con le reti; efficienza energetica dei prodotti e dei processi industriali, così come identificati nel decreto direttoriale 9 agosto 2019. 

    LIFE: pubblicato il nuovo bando dedicato alle ONG

    Bando per progetti di ricerca sui disturbi dello sviluppo neurologico

    Network of European Funding for Neuroscience Research (NEURON) lancerà un bando per finanziare progetti di ricerca multinazionali e collaborativi che affrontino importanti questioni relative ai disturbi del neurosviluppo, ovvero disturbi comportamentali e cognitivi che insorgono durante il periodo dello sviluppo e che comportano significative difficoltà nell'acquisizione e nell'esecuzione di specifiche funzioni intellettuali, motorie o sociali.

    I progetti dovranno focalizzarsi sui disturbi che mostrano la loro prima manifestazioni prima della fine dell'adolescenza, andando quindi a compromettere lo sviluppo e le funzioni del sistema nervoso.

    MIUR: bando per la concessione di contributi per il funzionamento degli enti privati che svolgono attività di ricerca

    Al via il "Bando pubblico per la concessione dei contributi per il funzionamento degli enti privati che svolgono attività di ricerca", pubblicato in Gazzetta Ufficiale con il decreto direttoriale prot. n. 101 del 3 dicembre 2020.

    Il bando persegue la finalità di sostenere mediante contributi pubblici il funzionamento degli enti privati di ricerca nell’ottica di garantire loro continuità e affidabilità di gestione.

    Sono legittimati a presentare la domanda per la concessione dei contributi gli enti privati di ricerca che hanno ottenuto da almeno tre anni il riconoscimento della personalità giuridica (ai sensi del decreto del Presidente della Repubblica 10 febbraio 2000, n. 361) e che svolgono, per prioritarie finalità statutarie e senza scopo di lucro, l’attività di ricerca finalizzata all’ampliamento delle conoscenze culturali, scientifiche, tecniche non connesse a specifici e immediati obiettivi industriali o commerciali e realizzata anche attraverso attività di formazione post-universitaria specificamente preordinata alla ricerca. Gli enti di ricerca possono usufruire di contributi per il loro funzionamento previo inserimento in un’apposita tabella avente efficacia triennale.

    Il finanziamento messo a disposizione dal bando è pari a 1.250.000 euro per l’anno 2020. La misura del contributo per gli anni 2021 e 2022 sarà rideterminata in misura proporzionale per ciascuno dei soggetti inseriti nella Tabella triennale 2020-2022 in relazione allo stanziamento previsto dalla relativa legge di bilancio.

    Ciascun ente potrà ricevere un contributo variabile compreso tra 15.000 e 35.000 euro su base annuale, pari al 60% dei costi di funzionamento riconosciuti e ammessi, in quanto connessi ad attività coerenti con le finalità del DD. n. 101/2020.

    Il bando mira ad individuare progetti che dimostrino e commercializzino soluzioni innovative, tecnologiche e sostenibili per le seguenti sfide specifiche del settore dell'acquacoltura:

    • Challenge 1: Technologies to optimise farm management minimizing inputs and pre-and post-harvest losses whilst maintaining food safety, quality and reducing environmental impact
    • Challenge 2: Emerging sustainable production, processing and transportation systems, including protection of animal health and welfare

    I progetti dovrebbero avere un approccio sistemico volto a trasformare, far crescere e massimizzare le pratiche di acquacoltura in sistemi circolari più intelligenti e sostenibili lungo l'intera catena di fornitura.

    Il bando è aperto sia agli attuali partner dell'EIT Food sia alle organizzazioni esterne, in particolare ai nuovi partner commerciali che già operano nel settore dell'acquacoltura.

    Support for information measures relating to the EU Cohesion policy

    Within the current legal framework governing the implementation of the EU's Investment and Structural Funds, this call for proposals aims to provide support for the production and dissemination of information and content linked to the EU Cohesion policy, while respecting complete editorial independence of the actors involved.

    The European Commission seeks to select potential beneficiaries for the implementation of a number of information measures co-financed by the EU. The main aim is to provide support for the production and dissemination of information and content linked to EU Cohesion policy, including inter alia the Just Transition Fund and the recovery plan for Europe, while respecting complete editorial independence of the actors involved.

    The exact content of the proposed information measures will depend on the editorial choice of the applicants. The editorial independence will be guaranteed by a charter of independence that will be part of the agreement signed between the European Commission and the grant beneficiaries.

    The specific objectives of this call for proposals are:

    • To promote and foster a better understanding of the role of Cohesion policy in supporting all EU's regions;

    • To increase awareness of projects funded by the EU - through Cohesion policy in particular - and of their impact on people's lives;

    • To disseminate information and encourage an open dialogue on Cohesion policy, its results, its role in delivering on the EU's political priorities and on its future;

    • To encourage civic participation in matters related to Cohesion policy and to foster citizens' participation to setting priorities for the future of this policy.

    Training of national judges in EU Competition Law

    The new call for proposals focuses on EU competition law trainings addressing national judges dealing with competition cases at national level. This also includes prosecutors, apprentice national judges and the staff of national courts of eligible countries. Applicants may apply for a grant between EUR 30.000 up to a maximum of EUR 300.000. Co-financing rate is maximum 90% of the eligible costs. Priorities to be considered are:

    • Articles 101 and 102 TFEU
    • Directive 2014/104 on antitrust damages actions
    • Economic principles of competition law
    • Competition law in regulated industries
    • Digital Markets
    • State Aid

    Preference will be given to projects considering:

    • Trainings foreseeing consecutive levels, building up one on another
    • Trainings which not simply duplicate/overlap existing/planned training material or existing/future projects of other training providers at national level, but that act in complementarity or that innovate
    • Trainings addressing judges from several member states in one training and thus encouraging cross-border networking

    European Museum Collaboration and Innovation Space

    Specific Challenge

    Museums and cultural organisations have been hit by the COVID-19 crisis, some of them significantly, by the loss in revenues. At the same time, the crisis has speeded up the digital transformation of the sector. Digital technologies become central to almost every aspect of the work of museums to meet the new realities. On the one hand, digital means can offer solutions in relation to museums’ functions, from the collection of artefacts to their conservation and study, and from the interpretation and exhibition of museum collections to marketing and to managing online and onsite visitors. On the other hand, there is a huge potential for innovation and experimentation using advanced technologies and for collaboration between the cultural, creative and technology sectors, in an inclusive way. Investing in digital technologies is essential for museums to innovate and to adapt to new circumstances.

    Scope

    The proposed action will provide the opportunity for museums to work with creative and technology partners, as well as with each other, through small, experimental projects, to apply digital technologies to a selected area of work or activities, in an innovative way. The project will support museums, for example and not exclusively, to develop solutions that enhance their digital presence, or innovate their day-to-day functions and processes, experiment with 3D digitization and AR/VR applications for visitors, tap in the creative potential of technology to offer transformative experiences for audiences, or test new business models for their post-crisis recovery.

    The action will be implemented through a number of individual projects in selected museums, representing good geographical balance across Europe. The action is targeted in particular to small and medium sized museums. Participating museums can choose to experiment in any application area they wish, but variation in the application areas across participating museums is encouraged.

    The action will lead to a collaborative project structure for museums and cultural organisations in Europe, where the outcomes and the detailed documentation of the implemented individual projects will be shared through a cloud-based collaboration and innovation space, to serve as examples of reference, best practice and source of know-how for the museum sector.

    Expected Impact

    The action will promote collaboration and innovation in cultural organisations, primarily in the museum sector, at European level. It will offer the opportunity for museums, especially smaller and medium ones, to make the most of digital technologies and services to innovate their digital processes and digital presence, acquire and share know-how through collaboration, experimentation and shared practices, and potentially develop solutions contributing to their financial recovery. Participating museums are expected to develop skills and expertise through their dedicated project, while a shared collaboration and innovation space with good practices, examples of reference and common knowledge will foster capacity building and innovation in the museum sector in a wider and more inclusive way.

    Nuovo bando PRACE per soluzioni che contribuiscano a mitigare l’impatto della pandemia Covid-19

    PRACE – Partnership for Advanced Computing in Europe ha aperto un bando per la ricerca di soluzioni che contribuiscano a mitigare l’impatto dell’emergenza Covid-19.

    I topic affrontati sono i seguenti:

    • Biomolecular research to understand the mechanisms of the virus infection
    • Bioinformatics research to understand mutations, evolution, etc.
    • Bio-simulations to develop therapeutics and/or vaccines
    • Epidemiologic analysis to understand and forecast the spread of the disease

    European call for applications for Robot Operating System (ROS)

    ROS is of great value and almost immediate applicability for service robotics: in fact, the overwhelming majority of today’s service robots run on ROS. ROS-Industrial aims to transfer this value and the ease of application to industrial hardware, by developing new components, improving existing ones, but also by performing non-development work such as compiling usage and development guidelines or performing license audits.The bigger the ROS-Industrial community and the higher its engagement in actively using and further developing it, the more business-relevant and hence successful the platform will be. For this reason, a considerable part of ROSIN’s budget (3+ Million EUR) is reserved for co-financing Focused Technical Projects (FTPs): you identify what you need to develop for your ROS application and outline a technically sound plan to achieve it. If successfully evaluated, you receive 33% of the total cost to perform the work, provided that you commit to sustain the remaining 67%.

    Digital Life Science Open Call

    EOSC-Life brings together the 13 Life Science ‘ESFRI’ research infrastructures to create an open, digital and collaborative space for biological and medical research.

    Recent advances in research technology have led to a vast increase in data volumes produced by life science research. These datasets, many arising from large-scale screening projects, are beyond what can be handled, shared and analysed using classical tools and often contain treasure troves of data beyond what was analysed in the initial project. Making available data, tools and workflows in the cloud is therefore necessary in order to use the data produced to the fullest extent, both within and beyond the original intended scope of  individual projects. The purpose of this Open Call is to support the development of a wide variety of projects that will contribute to the long-term aims of developing an open digital space for data and tools in the life sciences, fostering interdisciplinary collaborations and advancing data-heavy research areas. The overarching goal of the project is to begin to populate EOSC with tools, data and workflows of use and impact to our life science communities.

    The present call for proposals aims at funding projects providing approaches for disengagement and reintegration of extremist offenders and radicalised individuals related to violent right wing and Islamist extremism, including returning foreign terrorist fighters and their families.

    Project applications submitted under the present call for proposals must develop such approaches addressing both of the following sub-priorities:

    1. strengthen the collaboration among stakeholders involved in disengagement and reintegration programmes, and

    2. enhance the preparedness of stakeholders involved in disengagement and reintegration programmes

    Proposals which match most closely these priorities will be evaluated as particularly relevant and will have a higher chance of being selected. Applicants are therefore invited to consider very carefully the links between their proposal and the priorities of the call.

    Proposals focusing on

    • media campaigns with counter-narrative or alternative narrative;

    • research studies of the motivations of phenomena of polarisation and/or radicalisation;

    • the issue of the online content which can lead to radicalisation; will not be considered for funding under this call for proposals.

    Open schooling and collaboration on science education

    The proposed action targets the creation of new partnerships in local communities to foster improved science education for all citizens. This action aims to support a range of activities based on collaboration between formal, non-formal and informal science education providers, enterprises and civil society in order to integrate the concept of open schooling, including all educational levels, in science education.

    "Open schooling" where schools, in cooperation with other stakeholders, become an agent of community well-being shall be promoted; families should be encouraged to become real partners in school life and activities; professionals from enterprises and civil and wider society should actively be involved in bringing real-life projects to the classroom. Relevant policy makers should also be involved, to encourage policy buy-in and the mainstreaming of good practices and insights into policies, and hence sustainability and impact beyond the lifetime of funding. Partnerships that foster expertise, networking, sharing and applying science and technology research findings across different enterprises (e.g. start-ups, SMEs, larger corporations) should be promoted. Gender, socio-economic and geographical differences should be considered.

    Innovation Fund Large Scale Projects

    The Innovation Fund is one of the world’s largest funding programmes for demonstration of innovative low-carbon technologies.

    The Innovation Fund focuses on:

    • Innovative low-carbon technologies and processes in energy intensive industries, including products substituting carbon intensive ones
    • Carbon capture and utilisation (CCU)
    • Construction and operation of carbon capture and storage (CCS)
    • Innovative renewable energy generation
    • Energy storage

    The Innovation Fund will focus on highly innovative technologies and big flagship projects with European value added that can bring on significant emission reductions. It is about sharing the risk with project promoters to help with the demonstration of first-of-a-kind highly innovative projects.

    It aims to finance a varied project pipeline achieving an optimal balance of a wide range of innovative technologies in all eligible sectors (energy intensive industries, renewable energy, energy storage, CCS and CCU) and Member States.

    At the same time, the projects need to be sufficiently mature in terms of planning, business model and financial and legal structure.

    The Fund will also support cross-cutting projects on innovative low-carbon solutions that lead to emission reductions in multiple sectors, for example through industrial symbiosis.

    Euopean Cooperation in Science & Technology

    Participants are invited to submit COST Action proposals contributing to the scientific, technological, economic, cultural or societal knowledge advancement and development of Europe. Multi- and interdisciplinary proposals are encouraged.

    The Open Call Action proposal submission, evaluation, selection and approval (SESA) procedure is fully science and technology-driven and will ensure a simple, transparent and competitive proposal evaluation and selection process, reflecting the bottom-up, open and inclusive principles of COST.

    Erasmus Plus - Covid19 call

    Il programma Erasmus Plus ha lanciato due call straordinarie con un budget di 100 milioni di euro ciascuna, per sostenere i settori dell'istruzione e della cultura e creatività davanti alle sfide poste dalla pandemia di Covid-19. Le call finanzieranno le seguenti due tipologie di Partenariati Strategici:

    • Partenariati strategici per l'istruzione digitale: progetti nel settore dell'istruzione scolastica, istruzione superiore e istruzione e formazione professionale volti a migliorare la capacità di gestione della didattica a distanza, anche sviluppando le competenze digitali degli insegnanti e preservando il carattere inclusivo delle opportunità educative digitali.
    • Partenariati strategici per la creatività: progetti nei settori gioventù, istruzione scolastica ed educazione degli adulti volti a promuovere la collaborazione tra enti di istruzione formale, non formale e informale e le organizzazioni del settore culturale e creativo per stimolare giovani e adulti a sviluppare idee creative e innovative in risposta alle nuove sfide nelle proprie comunità.

    Ogni progetto deve coinvolgere almeno 3 organizzazioni di 3 paesi aderenti al programma. Il cofinanziamento europeo ammonterà al massimo a 300.000 euro per progetti della durata di 24 mesi.

    Competence centres for social innovation

    The call will fund the development and establishment of national competence centres, their activities to promote social innovation in the country (in particular by assisting stakeholders in the design, implementation and scaling up of successful innovative actions), and mutual learning, as well as mentoring of less advanced centres by more experienced ones combined with networking between the different competence centres and other key stakeholders. The types of activities to be funded under this call for proposals may include:

    • Drawing a comprehensive overview of the social innovation ecosystem synthesising the visions, needs, opportunities and priorities of relevant social innovation stakeholders and promoters, in order to produce a shared strategy and action plan for boosting social innovation in a Member State, including under the ESF+;

    • Collecting, validating, mapping, and communicating suitable and successful tools and methods, approaches and models, practices and inspiring examples, through social media, web platforms, conferences and seminars;

    • Organising awareness and inspirational actions for social innovation promoters;

    Preparatory Action on Media literacy for All - 2020

    The Preparatory Action Media Literacy for All (2018-20) responds to the societal challenge of improving media literacy of citizens of all ages in the Member States of the European Union.

    The general objectives of this Call are:

  • to increase the level of media literacy in Europe; 
  • to assess the scalability, sustainability and adaptability across linguistic, state or cultural borders of the actions developed through the earlier Calls of the Preparatory Action Media Literacy for All; 
  • to pursue further methodological innovation and collaboration across media literacy communities within the European Union.
  • The specific objectives are:

  • Identify and catalogue techniques commonly used by malicious actors to create, distribute and amplify online disinformation, including the newest forms of manipulation of communication technologies;
  • Catalogue and design/repurpose for wider sharing relevant educational materials in collaboration, where appropriate, with civil society and media organisations, online platforms, fact-checkers and/or academic researchers with a specific expertise in communication sciences, psychology, sociology, cognitive sciences or other relevant academic fields;
  • Develop tools based on innovative pedagogic approaches, including gaming, creative uses of videoconferencing and other remote learning methodologies, to be used by trained teachers and educators for media literacy training;
  • Develop educational modules targeted at different age, linguistic and/or cultural groups, with a particular focus on the most vulnerable segments of the population, to be used by trained teachers and educators;
  • Design and deliver appropriate, replicable trainings/training materials to school teachers and/or educators active in out-of-school contexts including by innovative means such as those developed in the third bullet point above;
  • Develop 1-2 use-cases on sharing of best practices among trainers of targeted communities;
  • Contribute to fostering a media literacy ecosystem based on shared best practices across linguistic and cultural borders, including through the creation of, and/or collaboration with, open educational repositories.

    Shortening the path to Rare Disease diagnosis by using newborn genetic screening and digital technologies

    Specific Challenge:

    Approximately 5,000-8,000 distinct rare diseases (RD) affect 6-8% of the EU population i.e. between 27 and 36 million people; 263-446 million people are affected globall. Despite scientific advances, in Europe, the fact remains that fewer than 10% of RD patients receive treatment and only 1% are managed using an approved treatment. Delivering effective treatments to RD patients where the prevalence is low has been described as one of the major global health challenges of the 21st century. 

    The overall objective of this call topic is to shorten the path to RD diagnosis by using newborn / paediatric (infants during their first weeks of life) genetic screening; and, via application of advanced digital technologies that enable rare disease diagnosis / identification. The latter might require consolidation of existing fragmented efforts.

    The specific objectives are:

  • Assessment and development of a comprehensive, strategic overview of existing converging RD resources e.g. databases, registries (such as the EU RD platform), natural history projects, platforms, reference networks, rare disease academic centers of excellence (e.g. European Reference Networks (ERNs)), and initiatives for evaluation / identification of potential collaboration and synergies;
  • Federation of available RD databases into a RD metadata repository amenable to machine learning or other advanced digital tools;
  • Co-creating a sustainable strategy for newborn genetic screening and pilot it. This could start directly after achieving objective 1;
  • Based on the output of objectives 1 & 2:a) Repurposing of pre-existing diagnosis AI algorithm to identify early onset RD patients in electronic health records (EHRs). This will include at least 3 pilots in better-known rare diseases (with the understanding that solutions and algorithms developed or adapted should be amenable or made amenable to be emulated for larger sets of better-known RDs) where more robust data is available to train and test the AI algorithm(s), and / or;b) Design and development of new AI algorithm(s) to achieve the above goal.
  • Based on insights generated by objectives 1, 2 & 4, either repurposing or development of a broad AI RD diagnosis “symptom checker” to help undiagnosed RD patients going from one health care provider (HCP) to another. In addition, exploration of further viable options to implement the symptom checker in actionable solutions for HCPs and patients.
  • PRIMA Section 1 Agro-Food Value chain 2020

    The shift in the Mediterranean food consumption patterns and trends should be appraised under a holistic approach where the acceptance and affordability of the traditional Mediterranean food products is considered into a broader Mediterranean lifestyle concept (thus including socio-economic, physical activity, psychosocial and behavioural determinants). In doing so, the overall focus of the local food production system should be on sustainable consumption of healthy diet.

    The activities should aim to develop innovative food products based on consumer-centred re-design of traditional Mediterranean recipes and ingredients, in order to satisfy consumer demand in terms of healthiness, convenience, ease of preparation, taste acceptability, and use of ingredients exploiting the local biodiversity also as an element of cultural identity. The nutritional value of the developed food products should be at the centre of the process of valorisation of Mediterranean food product, along with a focus on food technologies to preserve the healthiness and quality of these products.

    The activities should also consider the market receptivity for the developed products to predict the extent of the shift in the adherence to the Mediterranean diet consequent to its commercialization, according to the frequency of consumption in the target populations, based on its lifestyle determinants, such as socio-economic, physical activity, psychosocial and behavioural. Finally, the action should be in line with the development of national and/or regional strategies and policies to ensure the provision of healthy, safe and sustainable food products along the whole Agri-food value chain. Proposals should fall under the concept of the multi-actor approach.

    8TH FED4FIRE+ OPEN CALL – MEDIUM EXPERIMENTS

    The major objective of this Call is to make Fed4FIRE+’s federated infrastructure directly available for execution of innovative experiments by experimenters at both industrial (including SMEs) and research organisations. Examples of such experiments may include but are not limited to testing of new protocols or algorithms, performance measurements or scalability testing. These Calls envisage experiments by which existing products or services are tested, implemented or optimized on the Fed4FIRE+ testbeds rather than proposing or developing new ideas from scratch.

    Supporting European SMEs to participate in public procurement outside EU

    Specific Challenge

    Improving SMEs’ access to public procurement is an important objective for the European Commission. 

    The participation of SMEs in public procurement is a win-win situation. It helps SMEs to grow and scale-up, it improves their reputation, and helps them to obtain more business in the private sector. For public authorities, it increases the number of offers the public buyers get, ultimately increasing the chances to obtain the best value for money.

    This action will be implemented through a call for proposals. The projects shall take into consideration several aspects: the identification of the SMEs capacities to operate in an international environment, the sector specificities, and the knowledge and expertise related to certain non-Union partner countries, the knowledge about procurement markets.

    Scope

    The objective pursued is to improve SMEs’ access to public procurement in the non-Union countries with which the Union signed an agreement covering public procurement (for example, the Government Procurement Agreement of the World Trade Organisation, Stabilisation and Association Agreements, Free Trade Agreements, etc.).

    Public procurement contributes to the growth and the global competitiveness of SMEs. The European Union has invested significant resources in negotiating these agreements in order for Union companies to be able to take advantage of the opportunities outside the Union. This action will focus particularly on the public procurement area and falls under the second specific objective of the COSME programme: access to markets.

    The projects will have two stages:1. A preparatory phase, where each project will be requested to develop an internationalisation strategy and its implementation roadmap, based on the targeted Member States and third countries, and2. The implementation phase, to apply the internationalisation strategy.In order to achieve the objectives of the action and to have, potentially, economies of scale, the grantees should cover at least three Member States and COSME participating countries. They should target at least two non-Union partner countries with which the Union has signed a trade agreement including a public procurement or are member of the Government Procurement Agreement of the World Trade Organisation.

    Coal, a new European call for research and innovation projects published

    Specific Challenge

    On the 1st of December 2019, a new European Commission entered into service for the present quinquennium 2019-2024 with the commitment to “tackling climate and environmental-related challenges that is this generation’s defining task”. The European Green Deal Communication, presented by the Commission in December 2019, is a new growth strategy that aims to transform the EU into a fair and prosperous society, with a modern, resource-efficient and competitive economy where there are no net emissions of greenhouse gases in 2050 and where economic growth is decoupled from resource use.

    Within the most pertinent lines for the RFCS research programme arising from the European Green Deal Communication, applicants to RFCS-2020 call for the coal topic should consider the following elements when preparing their proposals:

    - A power sector must be developed that is based largely on renewable sources, complemented by the rapid phasing out of coal- The EU should also reinforce current initiatives [..] on cross-cutting climate and environmental issues. This may include ending global fossil fuel subsidies in line with G20 commitments, [..] phasing out all new coal plant construction, and action to reduce methane emissions- Focus on the regions and sectors that are most affected by the transition because they depend on fossil fuels or carbon-intensive processes- Protect the citizens and workers most vulnerable to the transition, providing access to re-skilling programmes, jobs in new economic sectors

    Scope

    Proposals submitted to the RFCS programme on the coal research topic must address at least one of the respective RFCS Research Objectives of the Council Decision 2008/376/EC (Articles 4 to 7) and should relate to the European Green Deal Communication’s elements listed in the Introduction chapter of the RFCS 2020 Information Package.

    Each proposal shall include an assessment of anticipated industrial, economic, social, and environmental benefits, as stated in the Article 26 of the Council Decision 2008/376/EC “Content of proposals”.

    Steel, a new European call for research and innovation projects published

    Specific Challenge

    Scope

    The general challenges for the steel topic are: to contribute to clean sustainable development while increasing competitiveness, the development of new or improved technologies to guarantee the clean, safe and economic production of steel and steel products characterised by steadily increasing performance, suitability to use, customer satisfaction, prolonged service life, easy recovery and recycling.

    Field: Co-funding of regional, national and international programmes

    Co-funding of regional, national and international programmes (COFUND) provides organisations with additional financial support for their own researcher training and career development programmes.

    The extra funds are available for new or existing schemes for training researchers abroad and across various sectors.

    COFUND supports doctoral programmes for PhD candidates, as well as fellowship programmes for experienced researchers.

    European Join Programme SOIL

    The European Joint Programme “EJP SOIL - Towards climate-smart sustainable management of agricultural soils” comprise 24 countries committed to the overall goal of providing sustainable agricultural soil management solutions that contribute to key societal challenges including climate change and future food supply.

    As EJP SOIL works on important societal issues in an integrated manner, any innovation developed within the framework of EJP SOIL will meet a societal need and will therefore be relevant for European and global markets. Through its knowledge framework, EJP SOIL improves its innovation capacity using 1) knowledge development, 2) knowledge sharing & transfer, 3) knowledge organization & storage for 4) knowledge application in different areas.

    The overall objective of this internal call is to fund research projects open to EJP SOIL partners and linked third parties according to the consortium agreement to fill research and development gaps identified by the EJP SOIL`s “Roadmap for EU Agricultural Soil Management research”.

    Expand circular economy to include the underexploited circular bioeconomy

    Gain insight into EU, national and regional regulations on waste management; map the interests of different stakeholders in this field; and bring these stakeholders together to recommend steps to support the circular bioeconomy.

    The scope of this topic includes ‘bio-based waste’: residual streams that could serve as feedstock for the bio-based industry. Waste-water sludges are excluded from this topic.

    Proposals must analyse whether and how EU waste directives and regulations/policies on the circular economy are implemented on a Member State level. They need to take into account that national and regional regulations differ. They may use successful national/regional regulations as best practices. Proposals must analyse whether industry is already adapting to these regulations, and if so how and where they are adapting. Proposals must analyse where bio-based products or processes can benefit from these regulations. Proposals should identify regulatory hurdles for circular use of bio-resources.

    Proposals should include industry sectors as well as large and small companies to understand their approach. This would be helpful because in some cases industry acts ahead of regulation (e.g. single-use plastics, and microplastics in home care). Proposals should also include public sectors dealing with, for example, waste management, environmental protection and monitoring, and territorial resources management planning.

    Create and interlink bio-based education centres to meet industry's needs of skills and competences

    The call is aimed to determine the criteria and conditions for bio-based education centres to create dynamic ecosystems that include industry, education institutions, governments, and society. These ecosystems should operate at local, regional and/or national levels.

    The scope of this topic includes specifying the need for these centres and testing their feasibility as regards their design, setting-up, running and maintaining, always together with the envisaged partners.

    Proposals must state the appropriate level (regional, municipal, national etc.) for a bio-based education centre, taking into account the different educational systems across Europe. Proposals should also take into account the different levels of bio-based industry activities, bio-based industry potential, and bio-based industry strategies. Therefore, proposals must design bio-based education centres in at least three different regions/Member States in Europe, preferably one in each of: (i) north-west Europe; (ii) central and eastern Europe; and (iii) Mediterranean Europe. Proposals must also work with relevant partners in the selected regions and test this design with them and with regional stakeholders from industry, academia, government and civil society.

    Geological Storage Pilots - HORIZON 2020

    Specific Challenge

    The total geological storage capacity in Europe is estimated to be over 300 billion tonnes (Gt) of CO2. This is sufficient to permanently hold all the CO2 that could be captured in the EU for decades to come. The significant lead time for the development and permitting of geological storage, which is in the order of 7-10 years, demands speeding-up storage site identification and characterisation in Europe. The appraisal and development of storage capacity in promising regions has to provide the necessary confidence that the required CO2 storage capacity will be available when needed. In addition, storage pilots will play a crucial role in unlocking European CO2 storage capacity, assessing the potential risks and visualising CCS technology to the wider public. A portfolio of pilot storage sites in different geological settings, onshore or offshore, either in depleted hydrocarbon fields or in deep saline aquifers, is therefore needed to catalyse full‐scale deployment of CCS in the medium to longer term.

    Scope

    The objective is to carry out the identification and geological characterisation of new prospective storage sites for CO2 (including the 3D architecture of the storage complex) in promising regions of future demonstration and deployment (onshore or offshore) through the implementation of new CO2 storage pilots. This will result in new data, knowledge and detailed models of potential storage complexes and their response to dynamic pressurisation. Important aspects include (but are not limited to): detailed geological characterisation, including faults and facture systems; analysis of initial stress field and geomechanical behaviour of the storage formations and seals under varying stress and pore-pressure conditions; estimation of storage capacity; accurate modelling of injectivity; overall storage risk assessment, including induced seismicity and blow-out or blockage during injection, and including proposed mitigation action. Detailed plans should propose site-specific solutions for CO2 injection strategies, pressure management, mitigation of induced seismicity, and MMV (measurement, monitoring and verification).

    Civil Society Projects

    The project should consist in stimulating and organising reflection, debates or other activities related to the multiannual priority themes of the Programme and propose practical solutions that can be found through cooperation or coordination at European level, and ensure a concrete link with the policy making process indicated above. Projects should actively involve a large number of citizens in the implementation and aim at setting the basis for, or encouraging the development of, long-lasting networking between many organisations active in the field. This measure supports projects implemented by transnational partnerships promoting opportunities for solidarity, societal engagement and volunteering at Union level.

    A Civil Society Project must include at least two of the following types of activities:

    - Promotion of societal engagement and solidarity: activities promoting debate/campaigns/actions on themes of common interest in the framework of the rights and responsibilities of the Union citizens and making the link to the European political agenda and policy making process.

    - Gathering of opinions: activities aiming at gathering the individual opinions of the citizens favouring a bottom up approach (including the use of social networks, webinars, etc.) and media literacy.

    - Volunteering: activities promoting solidarity among Union citizens and beyond.

    Human factors, and ethical, societal, legal and organisational aspects of using Artificial Intelligence in support of Law Enforcement

    Specific Challenge

    Advantages of AI are numerous. However, the lack of transparency of AI technologies and tools complicates their acceptance by users and citizens. Ethical and secure-by-design algorithms are necessary to build trust in this technology, but a broader engagement of civil society on the values to be embedded in AI and the directions for future development is crucial. This fact is generally correct, and it becomes extremely important in the security domain. Social engagement has to be part of the overall effort to fortify our resilience across institutions, civil society and industry, and at all levels - local, national, European. There is a need to find ways to build a human-centred and socially driven AI, by, amongst other, fostering the engagement of citizens and improving their perception of security. Possible side effects of AI technological solutions in the domain of security need to be considered carefully, both from the point of view of citizens and from the point of view of Law Enforcement.

    Scope

    Proposals under this topic should provide an exhaustive analysis of human, social and organisational aspects related to the use of AI tools, including gender related aspects, in support of Law Enforcement, both for cybersecurity and in the fight against crime, including cybercrime, and terrorism. Points of view and concerns of citizens as well as of Law Enforcement should be tackled. Based on this analysis, proposals should suggest approaches that are needed to overcome these concerns and that stimulate the acceptance of AI tools by civil society and by Law Enforcement. Proposals should lead to solutions developed in compliance with European societal values, fundamental rights and applicable legislation, including in the area of privacy, protection of personal data and free movement of persons. The societal dimension should be at the core of the proposed activities. Proposals should be submitted by consortia involving relevant security practitioners, civil society organisations as well as Social Sciences and Humanities experts.

    Human factors, and social, societal, and organisational aspects of border and external security - HORIZON 2020

    Specific Challenge

    Border and external security may depend on a variety of human factors, and social and societal issues including gender. The adoption of appropriate organisational measures and the deeper understanding of how novel technologies and social media impact border control are required. One main challenge is to manage the flow of travellers and goods arriving at our external borders, while at the same time tackling irregular migration and enhancing our internal security. Any novel technology or organisational measure will need to be accepted by the European citizens. For the purpose of this topic, 'migration' does not refer to persons enjoying the right of free movement under Article 21 TFUE and secondary legislation (i.e. Union citizens and their family members, independently of their nationality).

    Scope

    Proposals (which should take into account already existing tools) are invited to address related research and innovation issues, each under only one of the following sub-topics:

    • Sub-topic 1: [2018] Detecting security threats possibly resulting from certain perceptions abroad, that deviate from the reality of the EU

    Research should investigate how to better detect and understand how the EU is perceived in countries abroad by analysing e.g. social media data, how such perception could possibly lead to threats and security issues on its citizens and territories, and how such perceptions can be avoided or even actively and effectively counteracted through various measures. In line with the objectives of the Union's strategy for international cooperation in research and innovation (COM(2012)497), international cooperation according to the current rules of participation is encouraged.

    • Sub-topic 2: [2019] Modelling, predicting, and dealing with migration flows to avoid tensions and violence

    Better modelling and predicting migration flows, based on a sound analysis and taking into account gender aspects, is required for high-level strategic decision-making, to plan and implement operational activities. For the management of the migratory flow, including relocations within the EU, it is necessary to map public sentiment, including perceptions of migration, by analysing data available from many different governmental or public sources, and by developing socio-economic indicators of integration strategies. Proposals should be solution-oriented and propose convincingly how to better deal with such flows and to reduce risks of tensions and violence among migrants and European citizens.

    • Sub-topic 3: [2020] Developing indicators of threats at the EU external borders on the basis of sound risk and vulnerability assessment methodologies

    EU border guards have to deal with diverse serious challenges at external borders, e.g. management of flows of people, smuggling and the use of counterfeit documents. Arrivals of thousands of people through one border area will quickly trigger a reaction, whereas the detections of a few cases of document fraud on a daily basis will be considered as part of the routine work and is unlikely to trigger a strong reaction. Research that assesses the impacts on the EU’s internal security of different threats and that proposes a model to compare those threats would assist in improving the situational awareness of decision-makers across the EU. This research on external threats would also further enrich the vulnerability assessment tasks as defined in the European Border and Coast Guard Regulation.

    • Sub-topic: [2018-2019] Open

    Proposals addressing other issues relevant to this challenge, based on a sound rationale, and supported by a large number of relevant practitioners are invited to apply under this sub-topic (see eligibility and admissibility conditions.)

    Proposals should lead to solutions developed, tested and validated in compliance with European societal values, fundamental rights (including gender equality) and applicable legislation including in the area of free movement of persons, privacy and protection of personal data. Societal aspects (e.g. perception of security, possible side effects of technological solutions, societal resilience) have to be analysed in a comprehensive and thorough manner with a view to facilitating future acceptance of such solutions.

    Human factors, and social, societal, and organisational aspects for disaster-resilient societies - HORIZON 2020

    Specific Challenge

    The resilience of societies heavily depends on how their citizens behave individually or collectively, and how governments and civil society organisations design and implement policies for mitigating risks, preparing for, reacting to, overcoming, and learning from disasters. The spread of new technologies and media are inducing dramatic changes in how individuals and communities behave, and they are affecting societies in unpredictable ways. Building the resilience of society and citizens requires a better understanding and implementation of these new technologies, media and tools, and their capacity to raise disaster risk awareness, to improve citizen understanding of risks, to build a culture of risks in society, to enable an effective response from affected populations, to improve functional organisation in most fragile and vulnerable environments, and to increase the resilience of health services, social services, education, and governance, in line with target (d) of the Sendai Framework on critical infrastructure and disruption of basic services.

    Scope

    Proposals are invited to address related research and innovation issues, in particular:

    Recent disasters related either to natural causes (including climate-related hazards) or to terrorist attacks have shown gaps in the level of preparedness of European society for disasters, and therefore highlighted the importance of increasing risk awareness, and hence resilience among people and decision-makers in Europe. 

    Sub-issues to be addressed are diversity in risk perception (as a result of e.g. geography (within Europe), attitudes, institutional and social trust, gender and socio-economic contexts), in vulnerabilities and in understanding responses to crises in order to propose new approaches and strategies for community awareness, for leadership, and for crisis readiness and management with a particular emphasis on the use of new technologies.

    For achieving disaster-resilient societies that cope with disasters and build back better, the research community needs to transfer research outputs in an appropriate manner to meet citizen expectations given the current levels of risk acceptance, risk awareness, and involvement of civil society organisations in a mediating role.

    Civil society organisations, first responders, (national, regional, local, and city) authorities are invited to propose strategies, processes, and methods to enable citizens better to access research results related to disaster resilience, and to prepare the ground for exercises involving citizens. These strategies, processes, and methods should be tested with citizens and communities representative of European diversity and for different types of disaster, in particular with regards to citizens' individual capacities and their involvement in checking and validating proposed tools, technologies and processes for disaster management. Studies will assess the value of raising awareness about relevant research among citizens and communities.

    Chemical, biological, radiological and nuclear (CBRN) cluster - HORIZON 2020

    Specific Challenge

    Technologies and innovations in the field of CBRN are developed by companies which often face difficulties in bringing them to markets. At least three reasons may be identified:

    • they address local, small niche markets;
    • these companies have neither the capabilities nor the strategic objective to go for foreign markets;
    • the individual technologies that they develop can make it to the market only if integrated and combined with other tools by other companies that have the capabilities and the strategy to market products abroad, and possibly on the global market.

    In this context a platform has been established further to the response to topic SEC-05-DRS-2016-2017 in 2017. A larger number of innovative technologies, devices and services need to be added to this platform.

    Scope

    In 2019 and 2020 the Commission will select several RIAs aiming at research and development of novel CBRN technologies and innovations identified in the catalogue that is updated by the ENCIRCLE project on a regular basis. Each of these actions will be led by an SME. Each consortium implementing such a RIA must not only establish a consortium agreement among its members, but also an agreement with the participants in the ENCIRCLE project which must settle how the results from the RIA will be exploited and integrated into platforms managed by ENCIRCLE.

    Intelligent security and privacy management - HORIZON 2020

    In order to minimise security risks, ICT systems need to integrate state-of-the-art approaches for security and privacy management in a holistic and dynamic way. Organisations must constantly forecast, monitor and update the security of their ICT systems, relying as appropriate on Artificial Intelligence and automation, and reducing the level of human intervention necessary.

    Security threats to complex ICT infrastructures, which are multi-tier and interconnected, computing architectures, can have multi-faceted and cascading effects. Addressing such threats requires organisations to collaborate and seamlessly share information related to security and privacy management.

    The increasing prevalence and sophistication of the Internet of Things (IoT) and Artificial Intelligence (AI) broadens the attack surface and the risk of propagation. This calls for tools to automatically monitor and mitigate security risks, including those related to data and algorithms. Moreover, storage and processing of data in different interconnected places may increase the dependency on trusted third parties to coordinate transactions.

    Advanced security and privacy management approaches include designing, developing and testing: (i) security/privacy management systems based on AI, including highly-automated analysis tools, and deceptive technology and counter-evasion techniques without necessary human involvement; (ii) AI-based static, dynamic and behaviour-based attack detection, information-hiding, deceptive and self-healing techniques; (iii) immersive and highly realistic, pattern-driven modelling and simulation tools, supporting computer-aided security design and evaluation, cybersecurity/privacy training and testing; and (iv) real-time, dynamic, accountable and secure trust, identity and access management in order to ensure secure and privacy-enabling interoperability of devices and systems.

    Human factors, and social, societal, and organisational aspects to solve issues in fighting against crime and terrorism - HORIZON 2020

    The free and democratic EU society, based on the rule of law, mobility across national borders, globalised communication and finance infrastructure, provides many opportunities to its people. However, the benefits come along with risks related to crime and terrorism, a significant number of which have cross-border impacts within the EU. Security is a key factor to ensure a high quality of life and to protect our infrastructure through preventing and tackling common threats. The EU must play its part to help prevent, investigate and/or mitigate the impact of criminal acts, whilst protecting fundamental rights. The consistent efforts made by EU Member States and the EU to that effect are not enough, especially when criminal groups and their activities extend far beyond national borders.

    Chemicals: intelligence, detection, forensics - HORIZON 2020

    Specific Challenge

    Criminals, including terrorists are constantly seeking new ways to develop, deploy and activate dangerous chemicals (explosives, neurotoxins, new drugs, etc.). The way in which such chemicals can be manufactured and combined evolve continuously, which makes the specialized work of law enforcement agencies (LEAs) and reference laboratories in this area a continuous challenge.

    Scope

    Research needs to anticipate and match this challenge by increasing the knowledge about these threats; developing technologies to counter and respond to incidents with them, improving knowledge on these dangerous chemicals and increasing deterrence messaging whilst also recognising the need to minimise the inconvenience that security measures place on operators and users of public spaces.

    Proposals should address only one of the following aspects:

    • Proposals should focus on the continuation of the work already done on some explosive precursors in previous FP7 and H2020 projects, including; tackling new precursors not yet studied.
    • Proposals should tackle the chemicals and potentially their precursors in the usage other than explosives and explosive precursors covered under the first point, and propose means to decrease the vulnerability of the public to their malevolent or terrorist use, along the full timeline of a potential criminal/terrorist plot (from early intelligence to the actual attack).

    ERC ADVANCED GRANT

    ERC Advanced Grant Principal Investigators are expected to be active researchers and to have a track record of significant research achievements in the last 10 years which must be presented in the application. A competitive Advanced Grant Principal Investigator must have already shown a record which identifies them as an exceptional leader in terms of originality and significance of their research contributions.

    Advanced Grants may be awarded up to a maximum of EUR 2 500 000 for a period of 5 years (the maximum award is reduced pro rata temporis for projects of a shorter duration).

    Multilateral call for projects on healthy ageing

    Participants are invited to submit applied research and innovation project proposals for the development of digital health tools and smart devices to promote healthy ageing.

    These can include (but are not limited to):

    • connecting robotics and medical imaging systems to simplify surgical procedures
    • software as a medical device (or diagnostic) incorporating artificial intelligence
    • software for better diagnostics or therapy 
    • digital health and smart drug delivery services
    • linking big data capabilities with new knowledge from precision medicine to create precision health offerings that promotes preventive interventions before symptoms of disease manifest.

    2020 LIFE call for proposals for traditional projects - environment and resource efficiency

    The sub-programme for environment covers three priority areas:

    • Nature and biodiversity

    • Environment and resource efficiency

    • Environmental Governance and Information

    In particular for the third priority area the LIFE Programme supports projects in the areas of awareness raising, environmental training and capacity building, legislative compliance and enforcement, knowledge development and public and stakeholder participation. Also, It co-finances action grants for information, awareness and dissemination projects that aim to promote awareness raising on environmental matters. This includes cooperation platforms and knowledge sharing on sustainable environmental solutions and practice.

    2020 LIFE call for proposals for traditional projects – nature and biodiversity

    The sub-programme for environment covers three priority areas:

    • Nature and biodiversity

    • Environment and resource efficiency

    • Environmental Governance and Information

    In particular for the first priority area the LIFE Programme supports nature conservation projects in particular in the areas of biodiversity, habitats and species. It provides action grants for best practice, pilot and demonstration projects that contribute to the implementation of the EU’s directives on birds and habitats, the EU’s biodiversity strategy to 2020, and the development, implementation and management of the Natura 2000 network.

    Projects receive a co-funding of up to 60%. The co-financing rate can be up to 75% if at least half of the total estimated project costs are used for actions to improve the conservation status of priority habitats or species listed in the EU’s birds and habitats directives.

    European Rare Diseases Joint Programme

    The innovative “Rare Diseases Research (RDR) Challenges” call aims at facilitate and fund collaboration between industry, academia, SMEs, and patient organizations to solve specific research challenges in rare diseases.

    Industry partners have been involved in the identification of four challenges that are the topics of the call and that were validated by the EJP RD partners including patients.

    Collaborative consortia of applicants (academics, SMEs, patient organizations) and the involved industry partners will address the challenges and provide solutions. It is expected that the creation of new RDR partnerships will enable access to scientific and technological innovations emerging from SMEs and academic research groups for industry and provide a facilitated pathway for academics to exploit their research.

    2nd XR4ALL (eXtended Reality for All) open call 

    Interactive technologies such as Augmented Reality (AR) and Virtual Reality (VR) are set to transform the ways in which people communicate, interact and share information. The XR industry has now reached a stage, following years of research and development, where technology has become commercially viable.

    XR4ALL launches the current open call to attract, select and provide financial support to third parties (outstanding XR research teams from organisations such as SMEs, industry, research institutions, and academia) to develop new XR solutions (e.g. plugins for games engines such as Unity, low level components based on open APIs, standards, and frameworks such as SolAR, any XR Application or hardware).

    XR4ALL will give funded projects access to the XR developers platform (a wide range of tools to support the development of XR components using a methodology inspired by DevOps), which they can use to develop their application.

    XR4ALL expects the funded projects to publish their solution on the XR solutions catalogue as a measure to ensure they exploit the results of their project.

    Premio giovani ricercatori edizione 2020

    Il Gruppo 2003 per la ricerca scientifica indice la seconda edizione del “Premio Giovani Ricercatori 2020” per promuovere l’attività di ricerca e richiamare l’attenzione delle istituzioni e dell’opinione pubblica sulle nuove generazioni di scienziati e scienziate, risorsa preziosa per il futuro del nostro Paese. 

    Il periodo che stiamo attraversando ci ha fatto apprezzare ancora di più l’importanza cruciale della ricerca scientifica, che può fare la differenza nelle nostre vite. Per questo motivo il Gruppo 2003 ha deciso di lanciare questa nuova edizione del Premio, che oltre a riconoscere i migliori studi di giovani che lavorano in Italia in diverse aree scientifiche, darà un premio alla migliore ricerca sulla pandemia Covid-19.

  • Pre-commercial Procurement for Digital Health and Care Solutions - HORIZON 2020

    Specific Challenge

    Digital solutions supporting a continuum of care across a range of health and care services can relieve the pressure on governments to provide more cost-effective health and care systems by improving the use of healthcare and health outcomes. In this context the challenges are to network, lead and facilitate health systems research, innovation and digitisation in view of addressing key areas of interventions in health and care services including health promotion and disease prevention.

    Scope

    Support the health and care service provider to procure the development of digital services that can facilitate the transition to integrated care models across health and social services and country-specific cross-institutional set-ups, including decentralised procurement environments and collaboration across institutions. Key challenges that could be addressed are patient empowerment, self-management, patient safety, patient involvement, chronic disease management, diagnosing, hospital logistics, skills and independent living. These challenges could be addressed by ICT-based solutions such as, e-Health, telemedicine, and mHealth, to be defined through the market consultation process. This should result in early adoption and demonstration of the potential for scaling-up the services and positive impact with evidence of appropriate incentives of various actors. Legal, ethical, gender and socio-economic issues should be addressed as appropriate.

    Second pilot VET mobility scheme for the Western Balkans - call for proposals - EAC/S54/2019

    The general objective is to contribute to the improvement and modernisation of VET systems in Albania, Bosnia and Herzegovina, Montenegro, and Kosovo, as well as reinforcing the links between VET and the labour market.

    More specifically, the aim of the call is to enhance the capacity of VET providers in the four mentioned partners by promoting mobility activities aimed at improving the skills and competences of VET teachers, learners and managers and the occupational prospects of young students.

    Expected General Outputs

  • Exchange programmes between the four mentioned partners and the European VET providers;
  • The knowledge, technical and pedagogical skills of VET teachers is improved;
  • The knowledge of VET managerial staff is improved;
  • The transversal, generic and subject specific skills of learners are enhanced.
  • Indicative activities:

  • Mobility arrangements (identification of target groups, development of individual programmes and action plans for schools and teaching staff

  • Union Civil Protection Mechanism Knowledge Network: Network Partnership

    The Knowledge Network was established through the revised Union Civil Protection Mechanism legislation and it is foreseen as a platform for better data collection, increased flow of information, innovation, improved sharing of knowledge, expertise and skills and consolidated scientific evidence through cooperation, partnership and networking.

    The Call for Proposals aims to strengthen the role of the Union Civil Protection Knowledge Network as an inclusive platform of shared knowledge and expertise, good practices and networking to establish common understanding and shared culture of prevention, preparedness and response in civil protection and disaster risk management in the EU and the wider Neighbourhood.

    The purpose of such a collaborative approach is to create linkages and synergies among the selected projects that strengthen networking and contribute to the establishment of formal and informal partnerships among relevant stakeholders. Established on a multinational basis, these networks and partnerships can facilitate the identification and dissemination of existing knowledge, promote the development and exchange of good practices and encourage research and innovation with a replicative and amplifying effect across many civil protection and disaster risk management actors

    EUREKA Clusters AI Call  

    The EUREKA Clusters CELTIC-NEXT, EUROGIA, ITEA 3, and PENTA-EURIPIDES, have perceived a common cross domain interest in developing, adapting and utilising emerging Artificial Intelligence within and across their focus areas. These Clusters, together with a number of EUREKA Public Authorities, are now launching a Call for innovative projects in the AI domain. The aim of this Call is to boost the productivity & competitiveness of European industries through the adoption and use of AI systems and services.

    The Call is looking for projects that will form innovative ecosystems, with AI at their core, that will enable advances in the State-of-the-Art and result in opportunities for commercial and/or societal impact in the application areas addressed. The intent is to bring together partners from across the broad AI adopters Community of all types (Large Enterprise, SME’s, Research & Technology Organisations and Universities) into collaborative teams that will be able to demonstrate a high impact in the chosen application area at the end of the project.

    Participants are invited to submit applied research and innovation project proposals in the field of Artificial intelligence, indicating, where possible, how they are related to the technological focus area of the participating Clusters most relevant to their proposal.

    “Mid-size” projects with eligible costs in the range of 2-10MEuro are expected, though projects outside this range may also be submitted for evaluation. As always, it is essential that project partners hold in depth meetings with the representatives of the Public Authorities in the countries from which they wish to gain support, to understand detailed eligibility requirements.

    Interreg Med - Second call for Strategic projects

    This call takes place under the framework of Axis 4 – Governance and is open only for public authorities or equivalent. The private sector is not eligible for this call. Applications will have to be submitted online via the Programme monitoring system, SYNERGIE CTE. The tool being rather complex, we strongly advise to read the user guide. The application process will be conducted in 2 phases:

    • an administrative and eligibility assessment phase
    • and the application one.

    PRACE support to mitigate impact of COVID-19 pandemic

    PRACE is welcoming project proposals requesting computing resources to contribute to the mitigation of the impact of the COVID-19 pandemic. This applies, without being exhaustive, to the following topics:

    • Biomolecular research to understand the mechanisms of the virus infection
    • Bioinformatics research to understand mutations, evolution, etc.
    • Bio-simulations to develop therapeutics and/or vaccines
    • Epidemiologic analysis to understand and forecast the spread of the disease
    • Other analyses to understand and mitigate the impact of the pandemic

    Scaling up innovation for active and healthy ageing

    Proposals are expected to define mechanisms to facilitate further uptake by actively involving partners from the European Innovation Partnership on Active and Healthy ageing as well as other relevant stakeholder groups (e.g. Joint Programming Initiative on More Years Better Lives, Active and Assisted Living programme, EIT Digital and EIT Health), and research and innovation projects, at European, national and regional levels.

    The work will build on previous actions and have a clear focus on the successful support to supply and demand sides in implementing scaling up strategies for innovative solutions (technology, integration of health and social care, systemic change). In particular, complementarity and consistency should be ensured with the outcomes, guidelines and strategies delivered in projects funded from SC1-HCO-17-2017 (“Support for large scale uptake of Digital Innovation for Active and Healthy Ageing”), SC1-HCC-01-2018 ("Supporting investment in smart living environments for ageing well through certification") and SC1-HCC-05-2018 (“Support to a Digital Health and Care Innovation initiative in the context of Digital Single Market strategy”).

    International cooperation in smart living environments for ageing people

    Proposals should develop and validate new solutions leading to smart living environments for ageing people, supporting independent active and healthy lifestyles.

    The proposed solutions should provide personalised advice, guidance and follow-up for key age and health related issues in daily life which impact the person's ability to remain active, healthy and independent. These may include amongst others diet, physical activity, risk avoidance, preventive measures, lifestyle and activity management, leisure, social participation and overall wellness and health. Proposals should pay particular focus to measures aimed at fostering social participation and avoiding social exclusion.

    Countries for cooperation: Japan, Canada

    Global Alliance for Chronic Diseases (GACD) - Prevention and/or early diagnosis of cancer

    Proposals should focus on implementation research for the prevention and/or early diagnosis of cancer on in LMIC and/or in vulnerable populations in HIC. Proposals should build on interventions with promising or proven effectiveness (including cost-effectiveness) for the respective population groups under defined contextual circumstances. For promising interventions, a limited validation period can be envisaged. However, the core of the research activities should focus on their implementation in real-life settings. The proposed interventions should gender-responsive.

    The aim should be to adapt and/or upscale the implementation of these intervention(s) in accessible, affordable and equitable ways in order to improve the prevention and early diagnosis of cancer in real-life settings. Interventions should meet conditions and requirements of the local health and social system context and address any other contextual factors identified as possible barriers.

    Collaborative Partnerships

    Collaborative Partnerships action offers the opportunity to organisations to develop, transfer and/or implement innovative outputs and/or engage into intensive dissemination and exploitation activities of existing and newly products or innovative ideas in different areas relating to sport and physical activity.

    They involve various organisations and actors in and outside sport, including in particular public authorities at local, regional, national and European levels, sport organisations, sport-related organisations and educational bodies.

    Collaborative Partnerships are, in particular, innovative projects aimed to:

    • Encourage participation in sport and physical activity, especially by supporting the implementation of the Council Recommendation on health-enhancing physical activity and being in line with the EU Physical Activity Guidelines and the Tartu Call for a Healthy Lifestyle;
    • Encourage participation in sport and physical activity, especially by supporting the European Week of Sport;
    • Promote education in and through sport with special focus on skills development, as well support the implementation of the EU Guidelines Dual Careers of Athletes;
    • Promote voluntary activity in sport;
    • Combat doping, notably in recreational environments;
    • Combat match-fixing;
    • Improve good governance in sport;
    • Combat violence and tackle racism, discrimination and intolerance in sport;
    • Encourage social inclusion and equal opportunities in sport.
