Learning Objectives

The course will introduce to the principles of welfare economics, market regulation and cost benefit analysis applied to the evaluation of laws and legal risk. The course follows the idea that each public intervention to regulate markets needs the introduction of a norm and the knowledge of cost benefit analysis and evaluation techniques is fundamental to understand the impact of this norm.

In particular the course aims to:

1.     teach the role of the State in modern economies and the reasons behind public intervention;

2.     teach the role of economic evaluation in order to understand the impact of legislation;

3.     teach the principle of cost benefit analysis;

4.     teach the principle of legal risk assessment.

Learning Achievements (Dublin Descriptors)

Knowledge and understanding: The students will learn different theories and the empirical evidence regarding the foundations, the tools and effects of government interventions in the economy and in the impact assessment of legislation. Applying knowledge and understanding: The students will develop the ability to apply cost benefit analysis to real world economic policy problems. Making judgments: The students will develop the ability to assess economic situations, to relate them to concrete problems and to develop policy recommendations. Communication skills: Through discussions in class, the students will develop the ability to autonomously debate with sound terminology economic policy problems using appropriate analytical tools and evidence. Learning skills: At the end of the course, the students are expected to acquire the ability to develop learning skills that allow them to continue to study at an advanced level.

Assessment

The knowledge, understanding and ability to communicate (learning achievements) are assessed with a written exam with open questions. For each demand the learning achievements required will be evaluated with a four level scale (insuff., suff., good, excellent). The final evaluation will be translated in a scale of ranging from 18 to 30/30. After having passed the written exam students can accept the evaluation or attempt an oral examination to modify the final result.

Le studentesse e gli studenti che hanno registrato la certificazione di disabilità o la certificazione di DSA presso l'Ufficio Inclusione e diritto allo studio, possono chiedere di utilizzare le mappe concettuali (per parole chiave) durante la prova di esame.
