Learning Objectives

The main purpose of the course is to introduce the student to the understanding of the institutional structure of the European Union, to the functioning of the institutions that compose it and to the decision-making modalities of the Union, hinting at the content of the main policies that they make

Program

Brief history of the European Economic Community to the European Union, referring to the different treaties that have shaped the form. The mechanisms of European integration: functionalism and inter-governmentalism. The European Union as an arena, as a bond and as a scapegoat. The European Council: powers, composition, functioning. The Council of Ministers of the European Union. The European Commission: powers, composition, functioning. The European Parliament: powers, composition, functioning The Court of Justice of the European Union. The European Central Bank. The decision-making processes of European Union policies. Customs Union and single market Competition policy Monetary policy Agricultural policy Regional development policy Foreign policy Schengen and security policies Differentiated integration Difficulties and challenges for the future.

Learning Achievements (Dublin Descriptors)

Students will be asked to read papers before any topics are dealt with in class so that they can organize interactive teaching with the teacher, even through work in small groups. The aim will be to make them more active in understanding, in the processing of materials, in the deepening of the topics. The teaching will aim to assimilate the complex nature of the institutions and policies of the European Union, to make them develop the awareness of the duality between elements of supranationality and elements of intergovernmentality of these institutions, and of the contradictoriness that never results among the different integration and conflict processes within the decision-making arena. The general aim will therefore be to use European institutions as a growth field for a complex and critical reasoning capacity in the face of a reality that is difficult to interpret. Students will be asked to develop logical and content links and to argue with others about the result of their work of analysis and imputation of cause. The teaching will try to empower the following abilities: 

Ability to use analytical tools by connecting them to express innovative interpretations

Ability to obtain information related to a topic or case study, select the most relevant and relevant information, summarize the knowledge material

Autonomy of judgment in the research, analytical, synthesis and processing path

Ability to present their research work to other students and to the teacher

Ability to argue publicly in support of their thesis by accepting the convincing arguments of the interlocutors

The teaching material prepared by the lecturer in addition to recommended textbooks (such as for instance slides, lecture notes, exercises, bibliography) and communications from the lecturer specific to the course can be found inside the Moodle platform › blended.uniurb.it

Teaching

Students that want to study, write papers and make presentations in english, french or spanish language will supported in doing so. Specific learning interest will be taken into consideration also in order to change topics of the assignements

Attendance

Attendants are expected to be present at 2/3 of lessons at least. Papers can be considered as substitutive of parts of  the main course book

Assessment

Written papers, oral presentation, oral exam.
