Learning Objectives

This course examines the role of the public sector in the economy, applying tools of basic microeconomics. The aim of the course is to provide an understanding of the reasons for government intervention in the economy for safety and securuty policies, the extent of that intervention, and the response of private agents to the government's actions. Specifically, the course covers the role and size of the public sector for safety and security, including the rationale for public sector interventions such as market failure and distributional concerns; public resource mobilization, policies evaluation, redistribution effects and deterrence effects; public expenditure policy, including economic assessment of government social protection programs and public sector efficiency and effectiveness. Emphasizes utilization of theoretical and applied techniques in a comparative context for evaluation of the impact of alternative regulation and expenditure policies on economic security and safety, allocative efficiency and social equity.

Program

This course begins first with an introduction to teorethical economics and second with an explanation of the reasons for government intervention in the fileds of security and safety and the extent of that intervention, finally it introduces a framework for learning about government policy options, with their strategic trade-offs and operational implications, and the design and implementation of public policies. Topics include: Welfare Economics; Market failures and distributional concerns; Theory of Law and Economics; Regulation impacts assessment; Social insurance programs; Health care policy; Crime Deterrence; Public expenditure policy and Public expenditure policy evaluation.

Learning Achievements (Dublin Descriptors)

Knowledge and understanding: The students will learn different theories and the empirical evidence regarding the foundations, the tools and effects of government interventions for safety and security. Applying knowledge and understanding: The students will develop the ability to apply the analytical methods presented to real world socio-economic policy problems. Making judgments: The students will develop the ability to assess economic situations, to relate them to concrete problems, and to develop policy recommendations in the fields od security and safety. Communication skills: Through discussions in class, the students will develop the ability to autonomously debate with sound terminology economic policy problems using appropriate analytical tools and evidence. Learning skills: At the end of the course, the students are expected to acquire the ability to develop learning skills that allow them to continue to study at an advanced level.

Assessment

The knowledge, understanding and ability to communicate are assessed with a written exam with open questions [insuff. (less than 18), suff.(18-21), good (22-26), excellent (27-30 e lode)]. After having passed the written exam students can attempt an oral examination.
