Learning Objectives
The course focuses on the fundamental principles of European Union law, with particular emphasis on the institutional framework, the system of legal sources, and the relationship between the European Union and its Member States. A specific module will be devoted to the free movement of persons.
Program
A. The European Union: from the ECSC to the Treaty of Lisbon
B. The competences of the European Union and the principles governing their exercise: attribution, subsidiarity, and proportionality
C. The institutions of the European Union: European Parliament, Council, European Council, Commission, Court of Justice, European Central Bank, and Court of Auditors
D. Sources of European Union law: Primary law (Treaties, Charter of Nice, General Principles) and Secondary law (Regulations, Directives, and Decisions)
E. The relationship between EU law and national law
F. The free movement of persons
Learning Achievements (Dublin Descriptors)
Knowledge and understanding: Students will acquire knowledge of the fundamentals of European Union law, with particular focus on the institutional framework, the system of legal sources, the relationship between the European Union and its Member States and the free movement of persons.
Applying knowledge and understanding: Students will be able to identify and explain the intersections between the national legal system and the European legal system, with particular reference to institutional aspects and the relationship between sources of law.
Making judgements: Students will be able to gather and assess normative, case-law and doctrinal information necessary to address issues arising from the application of EU law within the domestic legal order or from conflicts between EU and national law.
Communication skills: Students will be able to present the knowledge acquired in a clear and coherent manner, using appropriate legal terminology specific to European Union law.
Learning skills: Students will be able to apply the knowledge and skills acquired in this course to the study of other areas of law affected by European Union legislation and intervention.

Teaching, Attendance, Course Books and Assessment
- Teaching
Lectures and seminars. A portion of the teaching activities (up to one third of the total hours) will be delivered online, in accordance with Ministerial Decree No. 1835 of 6 December 2024.
- Innovative teaching methods
Collaborative learning activities: flipped classroom and problem based learning.
- Attendance
Attendance is not mandatory, but it is strongly recommended in order to successfully pass the exam.

- Assessment
The assessment will consist of an oral exam in which three or more questions will be asked. The evaluation criteria and the scale of marks are as follows:
• less than 18: competence level insufficient. The student doesn’t reach the learning results described in “knowledge and understanding”;
• 18-20: competence level sufficient. The student attains the learning results described in “knowledge and understanding”;
• 21-23: competence level satisfactory. The student attains the learning results described in “knowledge and understanding” and in “applied knowledge and understanding”;
• 24-26: competence level good. The student attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding” and “making judgments”;
• 27-29: competence level very good. The student attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding”, “making judgments” and “communication skills”;
• 30-30 with honours: competence level excellent. The student fully attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding”, “making judgments” and “learning skills”.
- Disability and Specific Learning Disorders (SLD)
Students who have registered their disability certification or SLD certification with the Inclusion and Right to Study Office can request to use conceptual maps (for keywords) during exams.
To this end, it is necessary to send the maps, two weeks before the exam date, to the course instructor, who will verify their compliance with the university guidelines and may request modifications.
